LAST NIGHT'S MEETING.
Present — The Mayor, Crs Hutcheson, Abrahams, Wykls, Hawkins, Lai comb, Bentley, West, J. King, T. King, Park, and D. M. George. The minutes of previous regular meeting were read and continued. CORRES PONDENCE. Letter from James Liaton asking leave to transfer lease of allotment No. 11, Borough Reserve, held by him to William Evans, the occupant. Perm ission granted RESERVES COMMITTEE REPORT. Gentlemen.— Your Reserves Committee have the honor to report that they have examined the Bond entered into by Thomas Parkes and John Qctavius Batchelar, and have also inspected work done ou Borough Recreation Reserve, for the due performance of which the boud was entered into; and as they find that the work has not been done m accordance with conditions of bond, they now recommend that Mi Batchelar's request to be released should not be complied with. I Gentlemen. — Your committee have the houor to report having met imI mediately after last Council meeting E andjfexplained to the Ranger who was m attendance the dissatisfaction existing with reference to the manner m which his duties were carried put, when he informed your committee that m future he would endeavour to discharge his duties m a more efficient manner. In the interval it has come under the personal observation of your committee that very little improvement has taken place, and that the same causes for dissatisfaction still exist ; we therefore beg to recommend that the services of the present Ranger be dispensed with and a more energetic person be appointed to the office. ' T. Kiug A. S. Bentley S. Abrahams Resolved— That applications be received from persons wishing to act as Ranger to the Borough, PUBLIC WORKS COMMITTEE. Gentlemen, — We, your Public Works Committee have the honor to report that the several matters referred to us have received, our consideration. We have taken steps to have Andrew-Young-street put m hand, likewise the fencing required on the pound section. With regard to Mr E. Collins application to put up a fence for the protection of a hedge, upon the roadway, we cannot recommend that the Council should grant any such permission. The night soil question will require, wo think, further consideration before any definite report could be made upon it; we would, however, recommend that m any future contracts deodorisation he included. With respect to the petition from property owners on Boundary Road, we- think a claim for consideration has been made out. We would recommend that the petitioners should be requested to prefer their claim to the Highway Boad, with the understanding that on the application of that body the wholo question of the damage of Boundary road should be fully considered ; m the meantime we think about ten feet where the drain connects with the Kawau should be filled m. E. Laroomb L.G. West The Mayor and Or Hawkins differed m then* opinions with regard to the advisability of filling m the Kawau Creek FINANCE COMMITTEE. Gentlemen, — We your Finanoe Committee have the honor to report, that the application of the Liquidation of the Public Hall Company for the amount due for the present year on account of the purchase ra.oney.of the property has been under our consideration. We have commutticated with the Bank of New Zealand here, as to the additional overdraft allowed by law and valuation by I the Council when the estimate of revenue and expenditure was framed, but the Bank has declined to extend the present limit viz., £1250. We would recommend therefore that the payment of the £100 be a first charge upon the revenue, and that interest be paid to the Liquidators until the principal can be paid. We would further recommend that the Town Clerk be instructed to take immediate steps to obtain payment of the rates now collected. G.F.Hawkins S. I have inspected m and about Palmerston, and lam pleased to say that I have not seen people's premises so clean as they are at the present time, although I have not been able to find out the parties of whom I spoke on last meeting, who were emptying ther closets m their back yards, but I shall do my best to stop them if 1 find them doing so. I have buried two dead calves, and a dog, one lying on Boundary Road and one oil Cook-street. I could not find the owners of them, so I was compelled to have them buried by the day men. FOREMAN OF WORKS BEPORT. Works executed during the month :— The drain m Ferguson -street cleaned out from Fiteherbeit Road to Botanical Road "; also a drain dug m Fitzherbert Road from College-street as far as Mr Fowler's house ; also about six chains af water-table on Rangitikei-street, together with a few chains m Taonuistreet to take away stagnant water. Two culverts placed m King-street and gravel qver them, the water-table yet to be filled m. Horse and dray been employed carting metal, patching up Fea-therston-btreet, Terrace-street, Mainstreet, and part of Church-street, aboutthree chains of Broad-street, and eight chaius of Botanical Road. The last mentioned road is being metalled, as being more economical than patching it up, as it is m a vojry bad state. About five days more will complete this road, and about three days' carting m Kingstreet to fill up the water-table. The pit m Fitzroy-street should be filled m, as it cannot be fenced m very well, and it is rather dangerous to leave it as it is. It can be done m two or three days. Althogh there is not much traffic on that street it should be made safe, m case of an accident occurring. . , THB LOAN. In the debate on the report of the Committee to. bring up a loan scheme, Cr Abrahams asked where the requisite money for professional assistance was to come from, especially as the Bank had absolutely refused to allow the: Borough to increase its present overdraft. O Hawkins said the Borough was not going to ( - shut up shop/ and
they could not come to a standstill. The Borough had already affirmed the principle of borrowing, and the requisite funds, to carry out the necessary preliminaries would have to be forthcoming. Cr J. King suggested if it were possible that public feeling on the question of a loan be first ascertained, when, if favourable, tho requisite professional assistance could l>e employed. After further debate it was decided that a copy of the repot t | be sent to each Ci\ and the matter ■m detail be discussed at a meeting of the Council on, the. I.9th insjk. MISCELLANEOUS. Or- Abrahams gave notice of motion re framing a by-law to suppress processions m the |>iiblic street, or other similar demonstrations whereby annoyance was caused to the public. The hv-law ;o hefratnedto be m accordance with sub-division S, of section 4, Clause 349 of the Municipal Corporation Act, viz., To prevent all nuisances obstruction and' damage m public or private streets and m public place* m the Borough; and all practices calculated to endanger the liveW-orto frighten or annoy the public ; and to make all such provisions as m the opinion oi the Council are needful to preserve public order, decency, health, comfort, and convenience m relation to all such streets and places m the Borough. . It was decided to discuss the matter ab the next meeting of the Council, viz., on tl:e 19th ins't. Bentley drew attention to byelaw 54, re obstruction of footpaths by exposing goods for sale. He thought the growing evil should be suppressed before it was imp6ssible to keep it m cheek. Many complaints had been made of this nuisance, which appeared to be on the increase of late; - The Mayor said all that was necessary was to instruct the police to i enforce the by-law with greater stringency. In reply to Mr Bentley, the Mayor said a clause was. being inserted m the special Powers Bill giving the Borough power to dispose of certain reserves and to make arrangements for opening the street through from Coleinan Place to George-street, for its full width. He .further informed the Council that m lieu of the , College Reserves, others . valued at about £1000 would be handed the Council, which should assist to place them m a good financial position. Altogether they had cause to congratulate themselves on the results which bad been achieved m connection with municipal matters dealt with by their representative m Parliament. Cr Hawkins' motion was next dealt with, m which it was proposed that the Council meet fortnightly a. in ■futuiv, at 7 p.m. during the wintor months and 7.30 during the summer months. Carried unanimously. 1 The Council . then adjourned till the 19th iust., at 7.30 p.m., at which meeting also the business of the special meeting would be taken.
