People still occasionally drive horses about the . street recklessly, and without having the animals under proper control. To-day a horseman "headed" a driven horse on the footpath, under the Standard verandah, and it then turned sharp round the Commercial Hotel corner, totheimmineut danger of any person who might be on the footpath. The short and the long of it, is that unless stringent steps are taken to discontinue the practice, some day a serious or fatal accident will happen. At a recent meeting of the Borough Council, Cr Walker brought up the question, but the Council appeared to be m doubt as to the extent of its power m the matter. Surely the police can proceed where bye laws are infringed ; and if there are no bye-laws to meet the case, one should be framed and passed without delay. It will have to be done some day, and the sooner the better, before public opinion returns a verdict of culpable procrastimttion against our City Fathers.
