Presiden Arfchus delivered an address yesterday, m which he referred at length to the Irish question and its bearing upon America. He stated that it was impossible for the United States Government to adopt any decisive policy with regard to the actions of EVnians m the Unitn i So long as th«>y kept within the limits of the law the G ivernment was powerless to interfere either to sn press their meetings or restrict tbeir speeches. The motion submitted by Mr Cameron for tho adoption of a uniform rate of 6d for telegraphic missives of twenty words throughout the United Kingdom came on ia the House of Commons, and was carried by a large majority. A renewal of the agitations against the Ottoman Porte has broken out m Albania and Montenegro, and serious consequences are apprehended. The Royal College of Music, recently established m London, was granted a charter yoacerdny. A diabolical scheme has been organised by the Fenian party. A number of men have been deputed to purchase clothing which has been warn b? persons suffering from infectious diseases. Having obUincl thes? garments, they will be made up into pat eels and despatched to the residents of those per* sons who have incurred the special displeasure of the organisation . In . this manner the infection is expected to spread. JEgan, late Treasurer of the Land League, and Sheridan, who is supposed to be one of the members of the Irish Assassination Committee, both of whom are at present m America, have delivered addresses on the. subject of the recent Fenian explosions m London. They both declared that this was the only means by which the Irish could obtain redress from the English Government, and they insist that Ireland should persftvore m blowing up the public buildings m. London until the concessions asked by the party are granted. They strongly recommend * the use of dynamite as being more efficacious than any other weapon possessed by the Irish. The excifement consequent upon the recent explosions m London remains unabated. The Hon Playfair, late Deputy Speaker, and Chairman of the Committees m the House of Commons, has an* nouueed his intention of endowing the proposed new school for military training. The agitation m Montenegro against the encroachments of Turkey Has assumed serious proportions, and an outbreak of hostilities appears to be im. minent.
