STANDING ORDERS.
1. In all cases not hereinafter provided, the President shall decide. 2. The sitting days of the Runanga shall he Monday, Tuesday, Wednesday, Thursday and Friday, unless otherwise ordered by the Rurianga. 5. The President shall take the chair at -10 o'clock, unless another hour shall have been appointed. - . . ' ■ 4. If, at the expiration of half an hour after the hour appointed, there be not four members present to form a \ quorum, the President shall adjourn the meeting until the hour appointed for the next day. 5. The public shall have free access to these meetings, but at the request of any member, the President shall at any time order strangers to withdraw. 6. Aftrr the reading of the prayer appointed for the ttunanga, the minutes of the p evious meeting shall be read and confirmed: 7. Motions, of which previous notice shall have been given, shall be taken into consideration. 8. Notices of motion may be given at any convenient opportunity in the course of the day. 9. Every member sball address the President when speaking. 10. All questions of order sball be decided by the President. 'II. The President sball conGne each speaker to the subject matter of debate, nor sball it be in order for any member to interrupt the speaker. 42. No member sball be allowed to speak more than once upon the same subject, except when in committee of the whole House. \o. No subject which shall have been under the consideration of the Runanga, and disposed of, shall be again brought forward during the same session: nor shall notice of motion on any such subject be permitted by the President to be received. 44. No notice shall be taken of any motion unless it be seconded. 45. Notices of motion for the appointment of select committees sball contain the names
of the members proposed to serve on such committees. : - 16. No act, regulation, or bve-law, shall be passed by the ttunanga, until the following regulations shall have been observed: (Ist.) Ordered to be read a first little. (2nd.) Considered in detail, in committee or the whole House. (3rd.) Brought forward in accordance with the motion of the committee, and; amended by a committee of the whole House. .-;'., 47. The ftunanga shall have power at any time to add to the number of the " Standing Orders."
