CENSUS ACT.

An Act for taking an account of the population of the district of Mangonui, and for collecting statistical information relating thereto Whereas it is expedient that an account be taken at the times, and in the manner hereinafter directed, of the number and condition of the native population of the district of Mangonui, and of the live slock, and of ihe cultivations iherein respectively. Be il therefore enacted by the Ruuanga of the district of Mangonui: ' \. An accoimi shall be taken in the month'of December in- fhe year 1862, and in the same monlh of ihe year !8<54, and in

the same month to every tttrd year succeeding, of the number and condition of person*, and of the live stock, and of the land to cultivation wftbin the district of Mangomki, =and of the particulars relating thereto, according to such forms bf returns $s are fcsed in taking tbe census o»f the Europeans. 2.•• For the purpose of taking such account the superintendent of (be district shall be the enumerator, and shall employ as many sub-enumerators as he shall think fit to assist him. 3. Every sub-enumerator shall, between the first and twenty-fourth days of December (both inclusive) in the years appointed, leave at every dwelling-house in the sub-district appointed to him by the enumerator one or more of the said forms of returns, to be made by the occupier or person m charge of such dwelling-house, and any such occupier or person shall 4HI up and supply in the said forms, to ifcefeett of iris knowledge and'belief, the matter and particulars which may by the said forms and. instructions accompany the same be required, and shall sign the said forms with bis name, and deliver or cause to be delivered the said forms so filled up and signed to the subenumerators authorised to receive the same. 4. Every sub-eoumerator shall within his sob-district on the 26th day of December, or as soon after as practicable, demand and receive the said forms at the dwelling-houses where the same shall have been left, an I in case such forms from any cause shall not have been filled up or shall appear to have been insufficient or erroneously filled up, such sub-enumerator shall forthwith proceed to ascertain from the occupiers or persons in charge of such dwelling-house, such matters and particulars as may be necessary to enable him to correct any errors or supply any deficiencies in such forms, and shall then and there, in case he fill up the form entirely himself, sign the same with bis own name, or in case he make corrections or supply deficiencies only, mark sueh corrections and additions with his initials 5. The enumerators and sub-enumerators are hereby authorised and required to make all such enquiries of all persons whatsoever respecting those persons themselves, and all other persons with reference to all such matters and particulars as may be necessary for filling up such forms. 6. Every sub-enumerator, within seven days after all the said forms so filled up shall have been received by them, shall cause all the said forms to be delivered or trans-

nulled to the enumerators, and it shall be lawful Tor ihe enumerator to direct the subenumerators to make further enquiries as to any mailer in tfae opinion of the enumerator further or more accurate information ought to be obtained. 7. Ev%y sub-enumerator who shall fail to deliver or transmit to the enumerator all the forms which shall have been so filled up, or who shall knowingly sign, deliver, or transmit untrue forms or returns, shall forfeit a sum not exceeding five pounds. 8. Any person who shall refuse or* neglect to answer to any enquiry of the enumerator or sub-enumerator required by this Act shall forfeit a sum not exceeding five .pounds. 9. AH fines and penalties or forfeitures imposed by this Act, shall be recovered in a summary manner before a Resident Magistrate and an Assessor. -10. In the construction of this Act, the words dwelling-house, shall include any house, building, booth, tent, or other erec lion, in or under which any person usually sleeps, and also all ships or vessels in any part of the district. The short title of this Act shall be the "Mangonui Census Act, 1862."
