WHANGANUI.

We have had recent accounts from Whanganui which lead us to regard the qnarrel between Topine Te Mamaku and a portion of his tribe, the Ngatitu, in a somewhat different light. The fault, it would appear, does not belong exclusively to Topine, much provocation having been given by the other party. We are informed that the Ngatitu were on their way up the river, armed and supplied with ammunition for the purpose of reinforcing a pa recently built by.them for hostile purposes, and that, oir passing Mamaku's pa, they were warned by that chief not to proceed, but refused to pay any attention to the warning, and were then fired upon. We doubt not that there are faults on both sides and our- hope is that both will see the evil and folly of prolonging strife which cannot possibly result in good to either. Let both show a spirit of conciliation and willingness to listen to the counsels of those who as mediators are ready to assist them in bringing the matter- to-a peaceable termination.

Colonial. Secretary's Office, Auckland, July 14th, 1857. His Excellency the Governor lias been pleased lo authorize the undermentioned gentlemen to grant Licenses for the importation and sale of arms, gunpowder, etc., in couformity with the provisions of the Proclamation of the 2.5 th June, 1857:
