SMALL HARBOUR BOARDS
EXPENDING LOAN MONEYS. A motion that the chamber considers that the time has arrived when the Government should take over the expenditure of loan moneys raised by small harbour boards, was proposed by Mr. J. F. S. Briggs at the meeting of the Wlhangarei Chamber of Comlmerce last Thursday. He referred to results of the works of some of the smaller harbour boards in the south and criticised the results of certain schemes undertaken by the Whangarei Harbour Board dn loan moneys. Mr. Briggs said it was his opinion that the Government should have control of the expenditure. Small boards were' not financially able to. employ the best engineers obtainable to supervise their works, but if the Government controlled the works there would be some rbanco of obtaining the services of the most qualified Imen. The president, Mr. J. E. Holmes, remarked that if -people chose to construct a harbour anywhere the matter was not one for the Government. Many of the schemes started would -probably be closed down if the Government had control and that would cause revolutions all over the country. Mr. A. R. Crane said it was farcical for the dozen members present to move any resolution concerning such a. big 'and impend anr matter. Mr. Briggs said he realised the question should be discussed by a larger meeting.
