HIGH COMMISSIONER’S REPORT. The High Commissioner’s cable, dated yesterday, was as follows: Manila market easier, with freer offerings. “A” grade, June-August shipments, .sold at £42 10s. Market closes firm, May-July shipments valued at £43. Sisal market steady, but quiet for near at hand at last quotation; September-Novemb :r shipments sold at Zealand market unchanged, and values nominal. No buyers at present; buyers might consider business at £35 10s for high points, £34 for fair, and £33 for common
