HIGH COM.MISSIONER'S REPORT. The High Commissioner’s cable, dated the 13th inst., reads: “Hemp, Manila markets improved this week. grade, June-August shipments as against October shipments sold £4l. Small business reported direct with New Zealand in high point, fair at T 35 iOs, fail in dock sold at £34.’
