HEADMASTERS PERTURBED.

INTERPRETATION OF NEW REGULATIONS. Wellington, Last Night. A deputation from the Wellington Headmasters' Association waited upon the Minister of Education to-day, voicing protests against the amended regulations, especially those, providing that the assistant ma.-.ter should share in the management of the school, and deal with Urgent matters during the headmaster’s teaching period.

Mr Foster for the Association, said it constituted dual control, which was wrong in principle and impracticable. He also objected !<> the plan of daily work, suggesting a ieturn of work done. Another regulation provided that- the headmaster should give the major portion of his time to teaching. This was interpreted as class teaching, and the speaker said he gave four-fifths of his time to teaching and examining to find out what the scholars knew or did not know. The Minister replied that such examinations would constitute the highest grade of teaching. A too strict interpretation had been applied. Mr J. Canghley, Director, said there might be_un exception hut most headmasters could devote two and a-half to three hours daily to teaching, including test work. The Minister concluded by saying that consultation would have shown that the clauses were wrongly interpreted, and he came to the conclusion that the regulations were not wrong in principle, nor impracticable. However, good had been done by the interview.

The delegates expressed satisfaction at the interpretation given.
