LEAGUE OF LATINS.
London, December 1. The “Daily Telegraph’s” diplomatic correspondent in remarking on the Italo-Spanish rapproaehment, says there is x-eason to believe the result will he a series of conventions, firstly, commercial and economic; secondly, diplomatic, and , thirdly, strategic. Conventions in the first category have already been initiated, the second is being drafted and the third will, require to be , worked out by experts. The primary impulse is believed to' come from Rome. Signor Mussolini would seem to have borrowed a leaf from the book of the British Empire, for closely linked with the economic arrangemeht 'is a wider scheme for linking up relations between Italy and Spain with Spanish South America, the’great Latin states on the other side of the ocean being regarded by Italy as an elastic, but powerful federation of Latin stock and culture,
