' , AUSTRALIA EXCEPTED. The Secretary of the Post Office, Mr A. Markman, advises that the reduction from October 1 lo Id per ounce on the rate for letters for Groat Britain, Canada, the Union of South Africa, the United States of America, Italy and oilier places lo which the lid letter rate at presen! applies, will not apply to letters for Australia. New Zealand is able to adopt the Id letter rate for letters for places overseas, only with the acquiescence _of the countries concerned, and the Commonwealth postal authorities have refused to accepl from New Zealand letters prepaid only Id. On and after October 1, letters for Australia must he prepaid at tlie present rate of lid for the first ounce, and Id for each additional ounce. Failure to fully pre-pay the letters will result in the addressees being fined double the amount of deficient postage, or lid., whichever amount is tbe greater, as lid is tbe minimum surcharge collected on unpaid or short-paid letters received in Australia from New Zealand.
