SAMOA UNDER DOMINION RULE.
CONDITIONS MUCH IMPROVED. Sydney, September 25. Mr Cobcroft, a Samoan plantation manager, who is visiting Sydney, pays a high tribute to the efficiency of the administration by the New Zealand Government. He says the islands are happy under the methods applied by the Admin r istrator, who has gained the confidence of all. The plantations are in good order and the production is better than under German management. Everything possible in the way of medical attention, improved land and sea communications, and in other directions is being done. Taken all round, the islands are much better managed than under the German regime.
