IMPERIAL COUNCIL WANTED.
MR. MASSEY'S MEWS
New Plymouth, Nov. 10.
The Prime Minister at a meeting of'business men to-day spoke at some length regarding tbe organisation of the Empire. “Wejjeed,” he said, “ some arrangemeiiF for the periodical meeting of an Imperial Council,” said Mr Masscv. “I am not certain that the Privy Council could not be utilised for this purpose better than anything we have attempted yet. We must have a council of that kind and it must meet periodically. The Imperial Council requires development in another direction. The Sovereign is the head of the Empire, and when the council arrives at any important decision we should be in a position to know that the chairman of tbe council, who probably will be the Prime Minister of Great Britain, will convey thnt decision to the Sovcreign, and that by the Sovereign it will be given effect. We have not reached that stage yet, but T believe il lias to come. When it does come, il will be the strongest link of (lie Efiipire.”
