WATER AND DRAINAGE CONNECTIONS.

COMMITTEE’S REPORT

At last night’s Council meeting, I lie Water and Drainage Committee reported as follows: —“That notices be served forthwith on property owners in the Main Street reticulated area to connect their premises with the main sewer and instill ueceessary sanitary appliances in conformity with the by-laws. That quotations be invited forthwith from the plumbers for the work of connecting the premises and installing necessary sanitary conveniences. Any lender wll be for a minimum of six premises, no tender necessarily accepted. Offers to be received by the 20th inst. “That all amounts advanced for drainage connections be. subject to the following provisions:—(1) The term for which money shall be lent will be seven years from ,the date of the first advance under this system. (2) Repayments shall be by instalments of not less than 20 per cent, per annum for the first two years, with the right at any time during that period to repay the whole of tin* loan; the balance owing at the end of two years to become a tixod loan for the remainder of the term. (3) The maximum amount of any advance for any property shall not exceed tfitl. (4) Applications shall be accompanied by a plumber’s estimate of the value, of the work to Ik* done. In no case will the money lie paid to other than (lie plumber carrying but. the work. (5) Each applicant for an advance shall be considered by the Finance Committee, whose decision shall be fin;ll in each ease, (fi) Without prejudice to anything contained in the foregoing, in the event of a sail* of tlie proper!v on which an advance has been made, the vendor shall at or before completion of the sale pay to the Council tbe balance (if any), of any stun remaining unpaid together with interest, cost, expenses, etc.”

After discussion the report was adopted with the following alterations :—Clause 1, that the words “notices to lie served on propertyowners as each street is reticulated,” and that the rate of interest to be charged on such loan be seven per cent.
