HIGH COMMISSIONER'S REPORT. The High Commissioner’s cable, 10th inst., reads: —Hemp, Manila, •dull and easier, “G” grade JulySeptember shipments sold at £3l 10s, “H” quoted'at £3l. New Zealand market, no improvement in demand, value lower in sympathy with Manila. Highpoints spot and shipment nominally £3O, fair £29.
