COUNTY ROADS.
In his annual report to the llorowheiiua County Council, the treasurer -ays: — “The new Council will probably consider the advisability of saving maintenance expenditure by improved methods of road construction. An eleitienl of uncertainly with regard to the Government’s attitude towards Hie upkeep and control of the main roads .seems to be one of the difficulties of the situation. Au-
oilier disturbing feature in eonnee--1 ion with sealed roads is the large amount of experimental work carried out by nearly all local authorities who do this class of work, and so far no definite standard has been cslablished which stands mil on its own merits as the best kind to follow. Further, with so many claims on Hie money market, liuaueing loans for road construction during I he next year or two would not scent to be an easy Disk. Even if a loan is not raised i( might, however, lie possible for the Council, where- a piece of road has been made and is in real good order, to tar-seal the same before it begins to depreciate.
“From a county treasurer’s standpoint, a fair amount of caution should never be want hie 1 , but undoubtedly a lime comes in Ihe history of local bodies when there must be courage as well as caution, it progress is desired. In our county, with 55 miles of main roads, new methods are inevitable, and it way must be found to linanee the necessary works."
