GERMANY AND AN ARMISTICE.
MUST APPLY TO FOCH. London, Nov. 5. Air Llo\M George states that -the Allies have decided that Germany must apply to General Foch if sbo wants an armistice. Washington, Nov. 4. It is officially announced that Hi" Allies have unanimously agreed to the terms to be offered to Germany, If accepted they mean Germany’s surrender, and an immediate end to Hie wav. If Germany accepts the armistice terms the final peace terms will lie left to the dictation of the Allies. The authorities interpret to-night’s official statement as meaning that Germany is ready to capitulate. ■ Now York, Nov. 5. Tho Now York Times correspondent at Washington says that unstinted credit is given President Wilson for having played a most skilful diplomatic hand in dealing with the Central Powers, thus bringing about a situation which meant the ending of the war upon terms dictated by (he Allies. Even those who adversely criticised President Milson’s Note-writing to Germany and Austria have conceded his success-, .fill diplomatic manoeuvre, which docs not mean that credit is accorded President Wilson alone, because it is thoroughly understood that he has been in close touch with the Allies in every move he has made. London, Nov. 4. The Times, in an editorial, says: “Germany manifestly hopes to wheedle the Allies out of at least some of the fruits of their victory. This should warn ns lo be ready for the diplomatic work before us. It is high lime to assemble the representatives of the Dominions to fully participate in the Peace Conference.” London, Ncv. 5. The Alorning Post complains Hint tho Dominions were not represented at the Versailles Conference.
