FOXTON HARBOUR BOARD.

A meeting of the Foxton Harbour Board was held in Palmerston on Thursday, the members present being Messrs P. J. Hennessy (chairman), J. A. Nash, J. A. Linklater, W. E. Barber, T. J. Clapham, and J. Robertson. THE HARBOUR LOAN. The solicitors forwarded several documents in connection with the loan, including forms of resolnli oh creating loan, resolution striking special rate, resolution creating sinking fund, and resolution regarding debentures and coupons and certificates. —The necessary formal resolutions were passed on the motion of Messrs Nash and Linklater, and the chairman and secretary were authorised to affix the Board’s seal to the documents. WHARF CHARGES.

A letter was received from the solicitors stating that before the Board lakes over the wharf it will he necessary to settle what wharfage it is going to charge on cargo, and whether or not that charge is to cover labour for handling the goods on the wharf, and to what extent. All charges have to he made by by-laws, and these will take some time to settle and pass. Until the Board has made its by-laws it cannot collect its charges; hence, it must leave the wharf in the hands of the railway. The Board would also have to settle whether or not it intends to let the railway do the handling of cargo or do the handling itself.

A later letter stated that the Board must settle, before the purchase of the wharf is complete, who is to take charge of the unloading of goods on the wharf after the purchase is completed, and the collection of wharfages. If the Board decided not to leave the work to the Railway Department, the Board would have to arrange for a staff of men. This was the first and most urgent matter to settle, as, if the Department was to do the work, the wharfage would have to.be based on the charges made by the Department.

Mr Nash said it would he bet-tor for the Board to arrange for Hie Railway Department to do the work until Hie Board’s by-laws were made.

The chairman said that ho (bought the present charges should he sufficient. The Wairan Harbour Hoard, Blenheim, wrote staling ilia I the Nelson Harbour Board had a suction dredge, also the Westport Harbour Board had the dredge “Rubi Seddon.” The latter is a splendid boat, and was offered to the Wairau Harbour Board some time ago for ,£20,000, at which price it was an absolute bargain. The Chairman said they could not do anything in the matter until they arranged with the Railway Department and saw what revenue they would have. , No action was taken in the matter in the meantime, STORE SITE 'WANTED. Arthur Hopwood Hardware Co., Ltd., asked for the Board’s terms and conditions for a site on the river front 1 on which they could erect a large distributing bulk store. They would require .'direct communication from the boat to the shed, and from the shed to the railway (rucks, with access to the road. The Chairman said he had met Mr Hopwood at Fox ton, and shown him a site that he approved of, but nothing could be done in the meantime. Consideration of the matter was deferred. ROUND BUSH. A letter was received from Mr W. H.- Field, M.P., stating that in the last session of Parliament both he and Dr. Newman had protested against the clause i>rohibiting the felling of bush on the Round Bush reserve. He had recommended that the question of the valuation of the land should he settled by arbitration, and he had urged upon the Government to contribute, if not the whole cost, at least as liberally as possible. The Chairman said that when the deputation to the Railway Department is in Wellington-it would wait on the Hon. D. H, Guthrie regarding this matter. GENERAL. A statement of receipts and expenditure for the period ending April 30th was forwarded by the Beach Improvement Committee, showing that after spending sev-

The secretary stated that in the latest number of the Journal of Agriculture, Dr. Cockayne recommended the planting of macrocarpa trees. —Air Nash said that whatever work the committee was doing was for the benefit of the Board. This was seconded by Mr Clapham, and was carried.

It was decided to draw the attention of Air Field, ALP., to Dr. Cockayne’s report, and ask what action the Government is taking regarding the planting of sand dunes along the coast.

The chairman, secretary, and Mr Barber were appointed a committee to compile by-laws for consideration by the Board.

The Treasurer reported that since last meeting (he receipts totalled £IBO 5s fid, and the expenditure, including expenses in connect ion with the poll, were £327 12s 4d. The. hank balance at present was £330 (is 9d.

Air John Bell applied to have his lease of part of the Wharangi Sanatorium reserve at Foxton Heads transferred to Mr William Vile. — The transfer was consented to. It was decided that the Board cannot enter into an agreement for a bath site at present, as it may be required for the Board’s purposes at an early date.

The harbourmaster reported that there had been very little change at the bar and river channel since last report. The channel over the bar was running straight out.

It was decided to engage Air R. Sollitt to inspect and report on the necessary repairs to the pilot’s i’esidcncc, the chairman and Air Barber to arrange to have the work done.

A plan prepared by Mr Scott for fresh sections was approved, and it was decided to offer for lease the sections laid out.
