REVOLUTION IN RUSSIA. A POPULAR ANTI-GERMAN MOVEMENT. PEOPLE AND ARMY JOIN HANDS. London, March 15. Following upon the revolutionary crisis in Russia, the Tsar has abdicated. The Provisional Government set up by the Duma appealed for public support. The Revolutionists, supported by the populace and the entire garrison, arrested the members of (lie Cabinet. The Central News’ Pelrograd correspondent reports that on Wednesday the Government resigned. A Provisional Committee of the Duma was appointed, and the troops joined the people. The political prisoners were liberated. Many military and civilian casualties occurred. The crisis lasted four days, hut the position is now quieter. The movement is anti-German. New York, March 15. A Transoccan wireless message from Berlin says: An official announcement from Rclrograd slates that the Diinia on 11 th A!arch refused to obey the' dissolution ukase, and, because of the breakdown of the transport and the food situation, formed an executive committee, which declared itself the Provincial Government, and arrested ait the Ministers. The Pelrograd garrison supports the revolution. The Duma declared the Cabinet no lunger in existence, and appointed Deputy .Kngelhard, a colonel of the General Stall’, commander of Pelrograd.
