BREACH OF THE BOROUGH BYLAWS.

At the local S.M. Court-'yesterday before Air Kenriek, S.AL, the Inspector of Nuisances (J. MeKnigii!) proceeded against J. I\. llornblow for a breach of the borough by-laws for causing a fire lo be lit in the open at the rear of the Herald office, without the special permission of the Town Clerk. Air llornblow pleaded guilty. He staled that he informed the inspector that he intended to burn Hie rubbish after the first rain. The lire was lit after the first rain, every precaution being taken to watch it. The by-law was observed in the breach rather than in Ihe observance by residents llirongliout the borough. Only recently a lire in the open had caused the destruction of n dwelling, and another open life had recently threatened a block of buildings in Alain Street. The inspector, as caretaker of the school, had been guilty of a similar breach. Yet in these and other eases no action had been taken by the inspector.
