Voluntary recruiting fur the 27th unci 28th Reinforcements having dosed on Saturday, a ballot to fill the shortage was begun yesterday morning. The total number of voluntary enlistments for the 27th draft was 1,251, and for the 28th draft 7(i(j, leaving a respective shortage of 922 and 1,3(57 for the two reinforcements. The number of men required to be balloted for in order to allow the usual margin for exemptions and medical uuiitness is (5.8(57.
