London, April 30. Sir Robert Samuel, speaking at Newcastle, said the Government had resolved that the Parliament Bill would be passed unchanged. The One Man One Vote and Home Rule Bills would immediately follow. The Parliament Bill would be used to facilitate the very necessary and complete reform of the House of Lords. He said he was quite convinced that the country would not support Single Chamber Government. Public opinion had become so nervous that Conservatism was greatly strengthened at the last election.
