London, December 13

In an article in the Review of Reviews, Mr W. T. Stead (who lately conducted a wide campaign in favour of limitation of armaments, which Germany strongly opposed) advocates the need for having two British battleships to every German one. This would involve provision in the Naval Estimates for forty millions sterling. The “Spectator” and other papers support Mr W. T. Stead’s proposal that England should lay down two ships to every one laid down by Germany.
