In connection with the inquiry into the conduct of Russian Generals during the war with Japan, General Kaulbars (who has since won himself a reputation for merciless severity as Goveuor of South Russia) has been summoned to explain his surrender of Mukden.
General Rennankampf, who also figured prominently in the war, has succeded him at Odessa.
