AFFAIRS IN RUSSIA.
A Riot In the Douma. Sl. Petersburg, Nov. 30. In the Duma yesterday the Premier, Mr Stolypin, read a Ministerial declaration. In this the word “Constitution” was carefully avoided, but the statement declared that the autocracy or supreme power of the Czar must be resorted to whenever Russia’s safety demanded it. The Premier, in support of this, instanced the case of the demonstrations against the electoral law on June 16th last, when he demanded the suspension of a number of Social Democrats for plotting to overthrow the Government and establish a Republic. He also quoted the present need for further repressive measures dealing with the revolutionary movement. The newspapers comment in severe terms upon the declaration. Following M. Stolypin’s justification of the Government in the Douma, M. Rodicheff, a member of the Cadet party, declared the hangman’s noose would henceforth be known as “Stolypin’s neckerchief.” The members of the Right rushed the tribune and attempted to assault M. Rodicheff. The Left made a counter rush and rescued him. The sitting was suspended.
