PROGRESS UNDER BRITISH , RUDE. London, April 27. Lord Cromer’s annual report on Egypt is a record of solid progress. He submits for the consideration of all parties concerned a startlingly bold scheme, which practically proposes new legislative and new judicial systems, It proposes to abolish capitulation and to give Europeans a representative Council for legislature concerning themselves.
