Mr Chishi referred ■ to the exoansion of the Japanese army that had been made owing to the dliance, aud remarked that the British army was not under-going i development equal to that of the British navy. He asked vhether this fact did not indicate a necessity for improving lest the treaty should be a one-sided -esponsibility, Baron Terausche’s reply was irief and in the affirmative. Eondon, February 2. The Standard and Morning Post consider it right and necessary for Great Britain and Japan to mutually consult and mutually treat with each other in perfect confidence.
