MR STEAD’S OPINION. London, Nov. n. Mr W. T. Stead, who has just returned to London from Russia, believes that more serious developments are impending in that country. He urges Lord Landsdowne to prepare warships and transports for the purpose oi removing British residents. Lord Lansdowne has replied that his information does not justify Mr Stead’s forebodings. Lord Lansdowne, Minister of Foreign Affairs, replying to Mr Wolffsohn, of Cologne, chairman, of the executive of the Zionist organisation, declares that Britain greatly deplores thb sufferings - of Russian Jews, but the Government has reason to believe that the Russian Government is making every effort to end the disorders. The Prefect of Police at St. Petersburg has issued strenuous orders to the police to protect inhabitants, irrespective of race or faith. It has been determined to punish all instigators of violence.

Reassuring official reports indicate that affairs in Russia are quietening down. The Union of Unions warns the Russians that the police are arranging with the “Black Gang’’ to attack the Jews and intellectuals in St. Petersburg on Sunday. New York, Nov. 10. Mr Oscar Stranss, merchant and diplomat, and a member of the Court of Arbitration at The Hague, who is raising a million dollars in America for the relief of the Jews, declares that the Russian massacres are the worst misfortune the race has experienced since the Roman Emperor Titus sacked Jerusalem in the year 70.
