NEW TREATY OF ALLIANCE.
Lord Lansdowne and Prince Hayashi signed a new treaty ot alliance on August ijsth. The " Times ” says the terms hast broadened the basis and extended tko scope and duration of the alliance, and whilst it is purely defensive, it will effectually secure the maintettne* of the territorial status quo and provide for joind prtdproin in the interests ot both narties against any hostile actions on the part ot one ; or more Powers. It is conceived in no aggressive spirit, directed te no offensive purpose, and can hut prove a powerful guarantee of the preserve* tion of peace in Asia, and indirectly, throughout the world. The “Chronicle" approves of the treaty. The "Times" Berlin corresoondent says the relaxation of Germany**, pressure upon France is due to the prosnect of the restoration of Russia's weight in (hi* European balance. The "Daily News" says;—“The liability to intervene, whethe- w* liked the prospect or not, is one for which the Liberal party Is in no way re*, sponsible. It must be credited, whether for gain or loss, entirely to the present Government. The alliance of 1902 would have been assured of renewal by the Liberals, but if the new bargain has drawn the two.I’nations 1 ’nations closer together and made this hazard ~ greater, then our commitment in the East, financial, naval and military, must claim very considerable alien*. , tion for year*.
