Russia and Japan. AN ARMISTICE. It is officially announced that aa armistice has been agreed on by Rug. sia and Japan. . After- last Tuesday's sitting'ttrtle Peace Conference,- at, Portsmouth (U.S.A.), Count Lkmsdorff, Russia! Minister of Foreign Affairs, sent the following telegram to the Czar:—"Th# Japanese ate prepared to submit to your Majesty's will." The French newspaper “Le Temps " protests against such a policy of make-believe. “In fact,” says the newspaper, “it is disastrous to Russia; It is quite out of the question to. ore. tend that th# Japanese have yielded to an ultimatum." A fresh incident has since arises. The Czar stipulated as a condition of bis assent to peace that the Mikado should first agree to an armistice. The Mikado agreed, but stipulated that the armistice should be inoperative until the signing oi the peace treaty.
PRESS OPINION. The Japanese press is silent. The public of Japan are not informed hf the details ot the treaty, Count Katsura, the Premier, Withholding the terras. This causes misgivings at St. Peters* 1 burg lest serious outbursts of popular'' indignation should occur in Japan. Many people in' Tokio are convinced that the Mikado has made substantial concessions which are being criticisid. Some Japanese newspapers advise that the flags should be half-masted ’ when the peace terms are officially announced. - The “Morning Post" states that Count Katsura is doubtless awaiting the signature ot the treaty. ‘ 1 AN UNPOPULAR TREATY, A Washington despatch states that the actsjal signing of the Rasas* Japanese treaty will be unostentatious, both sides realising that peace !a on* popular at home. One of the Japanese delegates tc*. marked: “We are aware that we are . going home to stoats and perhaps te dynamite."
