Japan and Russia. WHERE IS THE BALTIC FLEET ? ALLEGED RETURN TO FRENCH WATERS. GERMANS L\NDING I CHINA. London, May 16. Reuter’s Saigon correspondent reports that on Monday the Baltic fleet, which had reappeared off Hong Koe Bay. weighed anchor early on the 14th and disappeared northwards. No warships had since been seen. Jonqueires, from Shaatrang, telegraphs that he has visited all bays as far as Louran, and had not found any Russian vessels. Japan has prohibited the export of coal from Saigon while the Russians are in Indo-Chinese waters. The Russians in one month used 120,000 tons of coal. The statement officially published at Tokio last evening that the Russians had returned to Indo-China waters is contradicted in Paris. Advice from Chifu states that a mine in the Gulf of Pechili sank another Japanese transport. The Times’ Tokio correspondent, telegraphing apparently earlier than Reuter states that Rozhdestvensky’s return to Honkohe has caused Japanese anger to flame o it stronger than ever. Reports received from Tokio state that German troops occupied Haichurl, north of the old channel of the Yellow river. Shanghai reports advise that Germans are landing. The messages are regarded with some doubt as the landing may possibly be due to the gunboats making a survey.
