THE DOGGER BANK ATROCITY.
THE COMMISSION OF INQUIRY. The North Sea Convention has been published. It mentions the fatalities amongst the fishermen, the damage from the Russian guns, provides for an inquiry on the lines cabled on the 7th and 19th, with instructions to report on the degree of blame attaching to the subjects of either or other nationality if responsibility is established. The Times and most of the papers consider the North Sea Convention thoroughly satisfactory. The Morning Post considers it a bad precedent, destroying the deterrent effects, and Britain’s possible action in cases like the North Sea incident.
