CHANGES IN THE BRITISH NAVY. The Daily Telegraph states that the Channel fleet will be re-named the Atlantic fleet in 1905, when the defence of Canada by sea will be better assured. Admiral Wilson’s home fleet becomes the Channel flee , with its base at Portland. The Mediterranean fleet is to be reduced owing to the friendly relations with Fiance and Italy. The naval reserves at the Home ports are to be re-organised to allow of the prompt strengthening of the forces at sea in the event of emergency. FATAL EXPLOSION. LONDON, Nov. 29. While a steam launch and -a cutter belonging to the torpedo train-ing-ship Vernon, at Portsmouth, were r ngaged “ sweeping ” practice with the naval explosives, the first charge was fired satisfactorily, but the others were found to be countermined, and while trying to free tßes® an explosion occurred.
