THE SIEGE OF POET ARTHUR. RUSSIANS ADMIT THE SITUATION IS SERIOUS. The besiegers’ operations ax» largely directed against the positions to the westward of the railroad. These are nearer the harbour than are those of Erlung, Kintwan, and Paiyin. The capture 0! Kuropatkin fort, which is 425 feet above the sea, besides placing the waterworks at the mercy of the Japanese, is strategical!/ important. Admiral Alexieff, the Russian Viceroy, reports that the situation at Port Arthur is ■ serious but not desperate. It has sufficient water, only two or three springs beingcaptured. Pjo visions are abundant but the ammunition is limited. Some of the Russian guns being worn are worked with difficulty. There are still 12,000 able-bodied defenders.' THE CZAR REVIEWS HIS FORCES. The Czar has started for Odessa to review the troops departing for the Par East. He returns: from Kishinev to Liban, where the fleet, will be reviewed. There are 45,000 sick and wounded undergoing treatment in the hospitals in Japan.
