Corruption in China
The Tientsin correspondent of the Standard says that the wholesale robbery of Government funds at Port Arthur, Talienwan, and in Manchuria generally, is absolutely appaliing. Long lists of fictitious officials draw large salaries, and the officials pocket the price of imaginery coal consignments. Where Chinese officials rob one dollar, says the correspondent, the Russians steal thousands.
