Manchuria.
Dr Morrison, the Pekin correspondent of “ The Times,” has Spent tWo months in Manchuria, and in an article just published describes the marvellous transformation which has been effected there. ; Manchuria, he says, is virtually becoming a Russian province. The steamers on the Sungari river, the great southern tributary of the Amur, are us Irnsy as on an American river.
The writer suggests the appointment of a British Consul at Mukden, and also the stationing of a gunboat at Niuchwang. ~ Russia, he declares, has adhered to the letter to her promise to evacuate, but the evacuation was a mere displacement of troops into permanent garrisons along the railway—more strongly; installed than before, commanding every important roadway, and dominating evry Manchurian, city. All.tho waterways are under Russian control.
