AN ATTACK ON PUERTO RICO.
Owing to the Cubans being very dissatisfied they will not participate in the administration of affairs at Santiago. General Miles with 30,000 troops will shortly proceed to Puerto Rico. Admiral Sanipson'a fleet i3 cooperating in an attack on that island.
