SANTIAGO.
Two American regiments have been detailed as a garrison for Santiago, and General McKibbin has baen appointed Governor of the city. The Americans, on taking possession, found that most of the house? had been sacked, and the people were without food. The Spanish soldiers were living skeleton^ while the refugees in the city suffered horrible privations.'
