THE SURRENDER OF SANTIAGO.
Ou Sunday the Spaniards marched from Santiago to the American lines and surrendered arms. They sail for Spain about the end of July. The American flag has baen hoisted at Santiago, the Cathedral bell tolling. General Shatter reports that the city is a perfect entanglement of defences, and it would have cost 5000 lives to have taken it. Six hundred of the American troop* are down with yellow fever. General Toral, is negotiating the term3f)r the surrender with United States officers, made a dramatic appeal for the soldiers to be allowed to retain their arni3. Oiherwise, he said, they would prefer to die in the trenches. General Shafcer has recommended that Iho concession should be granted but President McKinlev is obdurate.
