SANTIAGO.
Thera are 4000 residents and 28,---000 soldiers in Santiago. The soldiers are plundering the houses. Sunday's fighting consisted of skirmishing. The American steamer Delaware, laden with ammunition, has been burnt at sea. All the passengers were saved, owing to the magnificent coolness of the officers and crew.
