_; » THE SIEGE OF SANTIAGO. General Linares have offered to capitulate if the army at Santiago is allowed to retire to Holguin. President McEinley has endorsed General Shafter's demands for an unconditional surrender of the Spanish army and the city. The Spaniards are making trenches in the streets of Santiago, and preparations are being made for street fighting. Reports have reached here that the bombardment of Santiago has begun. The American morale has been restored, and the position of the troops is greatly strengthened.
