The French officers who have returned from the Madagascar campaign report that 5000 invalid soldiers are at the sanatorium or have been sent home, the transports taking dying men in order to relieve the hospitals. One regiment has been almost sntirely lost. The sickness is increasing. The Chinese Government now allow the foreign Consuls to assist in the enquiry regarding the Kucheng outrages. Already six Chinese have been convicted of murder, and fresh arrests are made daily. A second attempt to launch the warship Pothnau has also failed. The New York publicans, despite all the influence they could bring to bear and the help of Tammany Hall, have been compelled to yield upon the Sunday closing question.
