A Too Loquacious Chairman.

There was an amusing scene in the Railways Committee ou Wednesday morning. The Chairman is the loquacious member for. Riccarton (Mr G. W. Russell), and between his remarks and those of the Premier, it was quite impossible for any other member to get a word in edgewise. Thrice the usually benevolent and long-suffering member for Wallace endeavoured to obtain a hearing but in vain. At last his patience was exhausted and he plainly told the Chairman that he had three times prevented him from speaking, and if he did not talk less himself and give other members an opportunity of expressing their views, he (Mr Mackintosh) would leave the Committee. — Post.
