Owing to a plot to poison the Czar, the entire staff of men cooks connected with the Palace have been dismissed. The Emperor, in a letter to the Czar, congratulates him on easily managing 80 nationalists. The Czar, in replying, regrets benig the father of too hastily-emancipated serfs. Germany protests against the Anglo-Congo Convention. The formation of the new French Cabiuet continues. The portfolios of War and Marine are taken by Geneial Mercier and Admiral Faure respectively. M. Delcasse retains the office of Under- Secretary for the Colonies. The portfolio of Minister for Foreign Affairs is not yet filled. It is expected that M. Burdeau will succeed M. Dupuy as Pr3sident of the Chamber of Deputies. A Committee of the United Staie3 Senate has recommended the prosecution ot reporters and newspapers concerned in the publication of the alleged charges of bribery. A case of great presence of mind
displayed by a girl of tender years is reported from Indiana. It appears that a bridge on one of the railway lines in that state caught fire and was rendered unsafe for traffic. V The girl, whose name is Carey, and who is only ten years of age, noticed the danger, and took precautions to stop the approaohing train, which had on board some seven hundred passengers, mostly Frenol?^ men. The latter have notified the President of France of the facts, and it ii reported that M. Carnot has decided to decorate the plucky girl with the medal of the Legion of Honour. M. Turpin is said to be much irritated at the neglect of the French Government respecting his inventions, and it is reported that he has sold to the German Government for several million francs the patent rights of his monster mitrailleuse, which is worked by electricity, and is able to prevent the approach of an army. The report has caused a sensation in Paris. Riots arising out of the strikes are frequent in Ohio, Illinois and Pennsylvania. The sheriff in Cripple Creek district, in Colorado, ha 3 imported a Gatling gun in order to assist in maintaining order if necessary. The miners, aided by ex-military Germans, have formed a cavalry troop of one hundred horses, and have fortified a camp with a garrison of 1600 men. A Negro plot to abduct several white women has been discovered in Pollka, Jacksonville. A hundred relatives, who were informed of the intended outrage, caught and hanged the ringleader, afterwards riddling his body with ballots. Pursuit is being given to the other numbers of the Negro gang. It is claimed for M. Turpin's monster Mitrailleuse gun that an enemy will be unable to approach within fifteen miles of it, A section of the Frenoh press allege that Great Britain has bought the secret from M. Turpin. M. Hanoteaux has accepted the portfolio of Minister of Foreign Affairs. The Ameer of Afghanistan has signified his desire to obtain the approbation of his subjects before visiting England. M. Stamboulofi's despotic behaviour has caused friction with Prince Ferdinand, and faction fights have taken place in front of the Palace here which have resulted in favour of the retiring Premier. Troops were eventually summoned and cleared the streets. M. Stoiloff has undertaken the formation of a new Ministry. "
