M. De Giers, the Russian Minister for Foreign Affairs, who is now on a visit to Paris in the course of an interview with the diplomatic representative of another Power, declared that the movements of Russian troops on the western border were merely for defensive purposes. He assured another interviewer that there were symptoms showing that tho Czar was restraining the war party. Russia would not lead France into any rash act. The Russian loan is quoted at a discount in Paris. The relations between the Emperor and Bismark are improving.
