THE ARBITRATION TREATY. * By Telegraph—Press Association—Copyright. LONDON, February 26. Sir Edward Grey, in reply to Mr Silvester Horne, M.P., said that he hoped the Anglo-American Arbitration Convention would shortly be ratified. He added that the United States had submitted a treaty establishing a Peace Commission, which would be generally acceptable, but the Government must consider it with the self-governing dominions, as certain special provisions may be required for them.
