Negotiations Doomed to Failure. Received This (Day 10.3 m.m. Now York, Bee. 28. The Daily News's Petrograd correspondent says the peace negotiations at Brest' Lftovsk appear doomed to collapse. A separate pence between Genu any and Russia is growing improbable.
