Tlie Russian-delegates have replied to the German peace terms expressing gladness at. the Central Powers' acceptance of the "no annexations" principle and a democratic peace, but not of their reserve regarding the liberation of subject races.
Russia proposes the creation of a special commission to studv tlie question of colonies deciding their own status.
Russia also asks for the suspension of negotiations until January 4 to enable the other belligerents to consider proposals witlv a view to joining in tlie pourparlers, which will tlion be resumed whether the other couritrios participate or not.
