Emperor's Declaration. Received This Day 10.3 la.m. Tokio, Dec. 2S. The Emperor in a speech from the Throne, said : , The European war is becoming more important and it becomes us to hasten efforts for ■'more effective co-op-eration with our Allies. We expect the Alliance to secure victory and obtain tlie objects wherewith we heartily sympathise- We are prepared to co-operate to the fullest extent while maintaining p&ace in the Orient.
